EVALUATION OF COMMUNITY FOUNDATION IRELAND / ST. STEPHEN?S GREEN
TRUST FUND FOR FORMER OFFENDERS

IASIO invites applications from suitably qualified consultants with a
high level of knowledge and understanding of the charity,
not-for-profit, community and voluntary sector, for the purpose of
conducting an evaluation of the Community Foundation for Ireland
(CFI)/St. Stephen?s Green Trust (SSGT) Fund for Former Offenders.
IASIO manages and administers this fund on behalf of the above-named
donors.
1. WHO WE ARE AND WHAT WE DO:
IASIO (the Irish Association for Social Inclusion Opportunities), is a
national organisation that works with State agencies in the
development and delivery of services to marginalised groups, enabling
communities to become more socially inclusive through excellence in
practice.
IASIO?s current operational scope includes three national Services
and two smaller projects: The Linkage Service, the Gate Service, the
Resettlement Service; and The Community Support Scheme and The
Supported Employment Service. It is the only national organisation for
adult offenders in the community and voluntary sector with a specific
focus on alternatives to both offending and re-imprisonment. This is
achieved through the provision of direct services to offenders in the
community and to prisoners, services which range from 1-to-1 career
guidance counselling, group work, psychometric assessment,
resettlement planning and a range of education, training and
employment supports and placement in the community.
IASIO?s core mission is the social inclusion of people marginalised
from mainstream opportunity.
2. THE FUND
For over **Apply on the website** years, the Community Foundation for
Ireland (CFI) and St. Stephens? Green Trust (SSGT) have partnered to
assist individual former offenders? access appropriate, realistic
educational/training opportunities leading to employment which are
otherwise denied them due to financial difficulties.
THE FUND IS A ?LAST RESORT? OPTION AND IS SPECIFICALLY FOR SMALL
REQUESTS. It is exclusively for IASIO clients identified by the IASIO
Training and Employment Officer as meeting the criteria for
application (see below).
THE PROCESS
* An educational training course is identified as the next step in
the client?s progression route. No client can be referred to an
IASIO Service solely for access to the Fund. Every application must be
for existing IASIO clients only who are in receipt of and fully
engaging in, a guidance & placement service for at least one full
month.
* Financial assistance to pay course fees must be sought from
various sources, other than this Fund.
* Partial costs must be met by the client and an external agency, in
which case the Fund will make up the necessary shortfall, or evidence
must be shown that all external financial assistance has been sought
and denied. In either case the client must contribute some part of the
funding toward fees except in exceptional circumstances which must be
identified by the TEO & entered on the application form.
3. THE TASK:
To undertake an evaluation of the CFI/SSGT Fund for Former Offenders
and its current position in IASIO including: a review of previous
progress, assessment of demand and analysis of outcomes, potential
improvements and future sustainability.
The evaluator, reporting to the IASIO Fund Manager, and working
alongside a working group of IASIO Management Team and Training and
Employment Officers (TEO?s), is envisaged to undertake, but not be
limited to the following:
* A review?analysis of existing evidence, data and information

* Interviews with relevant stakeholders, IASIO fund manager, TEOs,
fund beneficiaries, CFI, SSGT, Probation Service, Irish Prison Service
* Advise on potential sustainable funding model, mainstreaming etc.
* Advise as to how the fund can be developed, extended and/or
improved upon
* Develop and advise as to how the fund/project can be monitored and
evaluated into the future using qualitative and quantitative methods
* Examine the future need for the fund and advise on appropriate
level of funding to sustain/respond to that need
* Provide insight/advice on the administration, application process
and monitoring of client progress, impact associated with the fund
* Provide any and all other project related activity as deemed
appropriate and as agreed by all parties
* Provide a final written report including findings and
recommendations
At appropriate times, engage with:
* The IASIO Chief Executive, Fund Manager, and Management Team
* The frontline IASIO staff team
* Fund beneficiaries (IASIO clients)
* Key stakeholders such as CFI, SSGT, the Irish Prison Service,
Probation Service
* Potential government and/or other sources of funding to assess
potential funding mainstreaming/ sources
COMPETENCIES OF PROSPECTIVE EVALUATOR
* 5 years of work experience with the not-for-profit/charity sectors
and public services sector.
* Keen knowledge and understanding of the criminal justice system,
social disadvantage, recidivism, rehabilitation, and the significance
of training/education/employment in desistance efforts.
* Excellent communication, reporting, documentation, analytical and
research skills
* Experience using a range of research methods, including evaluation
research methods, qualitative and quantitative research methods
* Experience in producing high quality evaluation research reports
* Exceptional attention to detail and ability to adhere to strict
reporting and budgetary requirements
* Clear understanding of requirements in regard to confidentiality
and GDPR
